The aim is to carry out the installation of micro-PV systems as an example in order to gain knowledge about problems and legal framework conditions. The ultimate goal is a nationwide, reliable regulation and approval practice instead of the current practice of prevention.

Overall objective
MetropolSolar Rhein-Neckar with its 300 members stands for the conversion of the energy supply to 100% renewable energies in citizen hands. Citizens and small and medium-sized enterprises have been the drivers of the energy turnaround in recent years. They have been massively thwarted by a large number of regulations. We are working to use remaining leeway for 100% renewable energies and at the same time to break up the framework again in order to accelerate the necessary transformation process.

Concrete project
Exemplary clarification of the technical and legal requirements for the installation of micro-PV systems at approx. 40 grid operators in the Rhine-Neckar metropolitan region: The aim is to obtain written approval from the grid operators for the simple commissioning of micro-PV systems.
The question of approval is not to be clarified theoretically, but on the basis of the actual installation of one module in the area of a network operator. As an example, we have done this in the area of the grid operator e-netz Südhessen (see "Documentation" below).
The aim is to create the conditions for every ordinary citizen to be able to use a module to reduce their electricity consumption with little effort - without subsidies, with a lot of personal participation and little formulary. The installation of micro PV systems is intended to create an easy way for everyone to participate in the restructuring of the energy supply and to "break up" the PV market again from below.
The ultimate goal is a nationwide, reliable regulation and approval practice instead of the current practice of prevention.

Procedure
1. purchase of micro PV modules (for more details on the module see http://www.s-i-z.de/produkte/photovoltaik/downloads.html)
2. assembly of one module each in the territory of a network operator in the region at one of our members' sites
3. registration of the module with the network operator
4. accompaniment of the module owner by MPS up to official approval
5. thereafter purchase of the module by the owner or return to MetropolSolar for further use in another grid area.

Time frame
- Implementation in 2015 and 2016
- Timing strongly dependent on network operators' willingness to cooperate
Financing requirements
- Acquisition costs module and accessories: approx. 700 EUR gross (per module)
- Support costs: 300 EUR (per module/installation)
- Map and database on installed modules and information on approval practice in the territory of the respective network operators (estimated expenditure: EUR 1,000)

Starting from a grant of one module (1,000 EUR) up to a grant of 40 modules (40,000 EUR), every grant is welcome for us. The amount of the grant (and thus also required co-financing) determines how many modules can be purchased and how quickly they can be put into circulation.
